The Eleventh People's Congress Standing Committee decided in its fifth meeting on August 27 to accept former Hebei Province Governer Chen Quanguo‘s resignation request and appointed Zhang Qingwei as Acting Governor and vice-governor of Hebei Province.

Zhang Qinwei has been a member of the Sixteenth CPC Central Committee since 2002 and he has been chairman and Secretary of the Party Committee of China Commercial Aircraft Co. Ltd. since 2008.
